I found that although the organization of the book left a few loops here and there, the flavor of the game was what a simple d20 gamma world rpg should have been. You can also say that the sprinkling of fallout flavor provides a pretty cool game enviroment and with a little gm work is worth a look at if you like this genre, and want a d20 rules set without having to buy a ton of books. That being said yes, you can use just this book and hit the gound running without any extra prep, besides the monster manual can provide all the monsters and mutants you need.
I rated 4 stars due to completeness and would have rated 5 if a second additon was not already out.
