Tuning is difficult because it requires global knowledge of an information system, from the hardware to the operating system to the query language to the application. Tuning is important because performance can make or break a database application. A typically lucid and well-written book by NYU's Dennis Shasha. It is now 17 years old, but with the exception of a section on databases of the day, the material is still perfectly relevant. One may want to check out more specialized books, but this is an excellent general introduction for a bargain-basement price.
