At the heart of the dispute between Dakota and Thorwal is the Candor Moon which is believed to hold vast wealth and power. The Dakotans possess all the scientific knowledge while the Thorwallians have the technology. The two worlds need each other, but because Thorwal is larger and stronger, they dominate Dakota. The Dakotans want equal power with Thorwal so Motega goes to Thorwal as their leader. Motega and Nisa are immediately attracted to each other but Motega plans to use Nisa in order to get valuable information regarding her knowledge of the Candor Moon. Nisa is blinded by her love for Motega and she tells him everything, and then Motega's true intentions are exposed with a tape of him admitting that he will use Nisa. He is thrown into a cell and shackled. Nisa goes to his holding cell to sexually taunt him, but she finds a body burned beyond recognition and believes it to be Motega. Seneca has completed the ritual for manhood on Akando and is going to take the mate chosen for him. He has given up his past, and what he wanted most in his other life. Before he returns to his village, he is captured by Thorwalians and taken to their world by Nisa Calydon because he strongly resembles the Dakotan leader Motega. The Dakotans, threatening war, want Motega back, and Nisa is attempting to fool them by replacing Seneca for Motega. Seneca and Nisa feel desire between them. Nisa implores Seneca to cooperate with her plan and she promises to return him to Akando once he satisfies the Dakotans with his presence. Seneca refuses so Helmar, High Councilor of Thorwal, has the mind probes used to control Seneca. Nisa accompanies him to Dakota and learns that the probes did not work, and Seneca tells the Dakotans the truth. They accept him as their leader and Seneca strives for a peaceful solution between Dakota and Thorwal. Nisa's uncle Helmar arrives on Dakota to negotiate terms, and he realizes that the mind probe didn't work. He and Seneca come to an understanding, but during the night, all the Thowalians on Dakota are murdered, except Nisa, who was with Seneca. Nisa can't forget Motega because Seneca looks so much like him, yet the two men are so different. Once again, the two worlds are at odds, verging on war. Fedor, Helmar's main advisor, exposes Seneca as Motega before he leaves with Nisa, and later he demands to mate with her. She escapes and flees to Dakota. Now the race is on for the Candor Moon. Everyone fears that if Fedor reaches it first, he will destroy Dakota, so he must be stopped. Seneca wants to preserve the Candor Moon as his people on Akando know the moon as the Dawn Star and they greet it with ritual and honor. Nisa is afraid of the outcome of the confrontation because no matter what happens, she will lose Seneca. It was Motega?s vow long ago to unite Thorwal and Dakota, and now it is up to Nisa to follow through with his promise. With Seneca on Akando, she agrees to mate with the new Dakotan leader, for the good of both worlds. She is making a great self sacrifice for the common good of all people, or is she? Mind probes?
