Actress turned therapist Faith Cassidy knows that dreams are born and broken every day in Los Angeles, and only the strong survive. The neighbors, a motley bunch of La-La land eccentrics, elect her block captain, a dubious honor that finds her trying to help a Watch member's teenage son wrongly accused of the murder.
