This book, despite its brevity, covers a surprising amount of ground. The U.S.-side section is well developed and clear, while the international aspects are well-covered in a general sense but not as strong on the more granular issues. The normative segments are interesting but not spectacular (go to Shaviro's articles instead); the book's key contribution is its clear review (and unique read) of tax policy literature.
