In the trailer, there's a scene where Neville Sinclair is saying to someone, "With a rocket like these, you could rule the world." That scene is not in the movie. Also, I know that there was a scene filmed where Neville sends a message to Berlin, but it was cut for running time constraints. are these scenes available anywhere?

I've never seen any deleted scenes from the film, aside from the snippets that appear in the trailer or various photos. The best we can hope for is that a future Special Edition DVD will include them as bonus features. The film was recently given a special one-night screening by the D23 fan club for the 20th anniversary, and a fully restored print was used. This has lead many to believe that Disney might be considering releasing the movie on Blu-Ray in the near future, perhaps as a tie-in with Joe Johnston's "Captain America" when it's released on DVD. One can hope. :)
