As a senior program/portfolio manager who has to deal with the issues outlined in this book, I think every executive out there must be required to read this book for three reasons:
- In order to understand why project management is a strategic capability for almost every organization - To appreciate the challenges and difficulties faced by the project managers - And to understand that even the best technical teams led by the best PMs will not deliver great project results if (a) bad product ideas were selected for implementation in the first place and (b) the organizations take on more projects than they could handle
What's I also liked about this book is the fashion in which it's delivered: the real-world stories and dialogues, historical anecdotes the author's subtle sense of humor to both illustrate the key points and make them more memorable.
I honestly think this is one of the most revolutionary breakthroughs in the project/portfolio management field in the last couple of decades. This entire book is based on three extremely simple (in hindsight) principles:
1. In order to deliver great projects the company must select the most promising ideas 2. In order to deliver great projects the company must ensure that the number of projects does not exceed its throughput capacity 3. In order to deliver great projects the company must have a good grasp of scoping, estimation and other project management techniques
Once the reader agrees with these three axioms (and who wouldn't!), the author takes you through the step-by-step journey on how to select the best projects for your company to implement and how to run them properly.

Chapters 3 to 14 deal with project management topics, Chapters 1, 2 and 15-19 would be of definite interest to senior management and C-level people.
So far project management and portfolio management have been considered separately, as two fields independent of one another. What I think Mr. Moustafaev managed to accomplish quite spectacularly in his book is to show that you can't have one without the other.
In other words a mediocre idea implemented on time and on budget, will still result in a bad product. On the other hand, if a great project initiative falls into the hands of untrained project manager, the result would probably be as disastrous as in the first scenario.
