Having become more disillusioned over time with the results of the consociational power-sharing agreements in Bosnia and Northern Ireland, I decided to finally read the recommendation of the main alternative in the field, Donald Horowitz's strategy of vote pooling. Horowitz is probably the leading political scientist specializing in the field of ethnic conflict. Instead of recommending a system that depends on formal ethnic divisions and the good relations among members of the elite, Horowitz recommends a system of rewarding voters who vote for moderate candidates who encourage interethnic cooperation. His leading examples of this are Malaya in the 1950s and the presidential election for the second republic of Nigeria in 1979. This book was originally written to instruct and influence those writing a constitution for South Africa, so much of the information contained in it is specific to that country. But it is still an excellent exposition of his ideas of resolving ethnic conflict.
