The Direct Payments Act was implemented in 1986. Yet, recent work by the Race Equality Unit (REU) and the overwhelming view of participants at the consultative event suggest that black and minority ethnic disabled people may still not be benefiting from it. In November 1998, the REU and Black Spectrum held a one-day consultative event attended by black and minority ethnic disabled people and representatives of black disability organizations interested in direct payments. This report sets out some of the key issues that emerged from the event. The report offers an insight into difficult issues related to direct payments and black and minority ethnic communities - including issues around information, families, support, and the practicalities of using direct payments. Good practice examples based on experiences of using or supporting direct payments with black and minority ethnic disabled people are outlined, together with an agenda for action in policy, practice, research and development.
