The Doctor's crew in this story includes Harry and Sarah. They end up on earth, checking if it is ok to live on, basically.
However, they find one of those Sontaran warriors. Pretty shocking, that, given the title. He is experimenting with people, which is not that nice, really.

An experimental novel that works, November 27, 2000

Following on directly from 'The Ark in Space', this was a bit of an oddity. Ian Marter, who played Harry Sullivan, adapts it into book form.
Transmatting down to Earth to ensure the planet is fit for human rehabitation, the Doctor, Sarah and Harry find themselves caught in a series of experiments aimed at determining the strengths and weaknesses of humanity. The experiments are being conducted by a Sontaran.
This book varies noticeably from the televised story towards the end - probably because, as a 2 episode serial, it was a little light-on for story content.
The adaptation good and clear, and helps to show why the Sontarans are the fourth most frequently encountered alien race in the Doctor Who series.
