Book 4 in the Black Flame series of Judge Dredd novels.

This novel is mostly set on the moon, Luna-1, and while very enjoyable, it wasn't quite as good as Bad Moon Rising and the Black Atlantic.

The action is constant, and old characters are brought back from their days in 2000AD. The adventure is fun and relationships are explored between judges from different cities, in a convincing way. Everyone has hidden agendas.

While not quite as good as the previous books, this is still a very good read and worthy of being part of this amazing series.
