Book Description

April 1988 0803995180 978-0803995185
India has treated education as a welfare activity rather than as an intrinsic part of economic development. Tilak shows that investment in education can be justified by the economic returns alone and that the highest returns are produced by educating disadvantaged groups, such as women and backward castes.

Editorial Reviews

Review

`The novelty of this study lies in the application of the (rates of return) methodology, perhaps for the first time in India, to the analysis of intergroup inequalities between sexes and between castes.... The attraction of the book lies in the author's ability to use this conventional methodology to prove his rather not-so-conventional thesis of unjust discrimination of the deprived groups leading to unequal human capital formation in India. From this angle the book may be of special interest to specialists and students of the economics of education.

`This is one of the few books on India which empirically proves (that, too, based on survey data specifically collected for this study) and convincingly argues that increased public spending on the education of deprived groups is also fully justified on purely economic grounds.... Given the nature of this conclusion the book will, no doubt, provoke and attract the attention of educational planners and policy-makers' - Prospects

`The findings of Tilak's study have many important implications for educational planning in general and for weaker sections in particular' - Journal of Educational Planning and Administration

`Profiles of education-return matrix such as Dr Trilak's should be welcomed by educational planners' - Margin

`This is a carefully argued and well documented study... (it) can be recommended as highly informative reading' - International Journal of Educology

`provides a good source of data and a base for adopting methodologies/approaches for future studies in this field' - Iimb Management Review
