LOK-SANG HO is a Professor in the Department of Economics and Director of the Centre for Public Policy Studies at Lingnan University. PAUL MORRIS is President of the Hong Kong Institute of Education and had been Chair Professor of Education at the University of Hong Kong for many years. YUE-PING CHUNG is a Professor in the Department of Educational Administration and Policy, and former Dean of Education at the Chinese University of Hong Kong.

Lok Sang Ho, an ethnic Chinese brought up in Hong Kong, and educated in an Anglican primary school and a Roman Catholic secondary School, has diverse interests, covering economics, public policy, religion, philosophy, and music. He graduated from the University of Hong Kong with a BSocSc(Hon) in Economics and holds a PhD from the University of Toronto.

He is Professor of Economics and Centre for Public Policy Studies at Lingnan University, Hong Kong. He had worked in the Ontario Government as an economist and had taught at University of Hong Kong, York University, and Chinese University. He considers himself foremost as a humanist and then a policy designer and policy analyst. His research is driven by a strong wish to improve the quality of public policy and to enhance happiness for people all over the world.

While attending the University of Toronto for his Ph.D. Lok Sang founded the Toronto Buddhist Society and was at one time convenor for the Buddhist Federation of Toronto. He is currently a director with the Buddhist Education Foundation for Canada. He has a record of public and community service, ranging from an editor of an pro-conservation publication SOS Environment(HK Conservancy Assn.), volunteer Chinese teacher in Toronto, driver for the Meals on Wheels program in Toronto, member of Advisory Council for the HK Institue for Monetary Research, member of the Central Policy Unit, member of the Commission for Civil Service Salaries and Conditions of Service, etc.
