Margaret Preedy is a lecturer in the Centre for Educational Policy and Management, School of Education, The Open University. Ron Glatter is Professor of Educational Management and Director of the Centre for Educational Management, School of Education, The Open University. Rosalind Levacic is Senior Lecturer in the Centre for Educational Policy and Management, and author of Local Management of Schools: analysis and practice, published by Open University Press.
