This is a must read for anyone involved in water resources specifically H&H studies and floodplain mapping. It is essentially a condensed version of David Maune's The DEM User's Manual. It gives you the things you need to know without all the details. It also has an overview of the National Flood Insurance Program. I still think The DEM User's Manual is a must have for anyone working with terrain data in GIS, but this text is much easier to quickly find what you are looking for.
