About the Author

J.M. Mwanakatwe was educated at Munali Training Centre in Lusaka and at Adams College in Natal South Africa. Later, he obtained a Bachelor of Arts Degree from the University of South Africa in 1952. He was called to the Bar at Lincon's Inn in England. He was adimitted as an Advocate of the High Court of Zambia in January 1966. After a successful carrer in education as a secondary school teacher and later as an education officer from 1949, he joined politics in 1962 under the leadership of Kenneth Kaunda at the time President of the United National Independence Party. He was among the Ministers appoinetd to the Cabinet at Independence in 1964. He held many portfolios in Dr. Kaunda's Government, including Education, Mines and Finance until his retirement from politics in December 1978. Since 1978, he has concentrated on law practice and gained the status of "State Counsel" in 1988. Since 1978, he has written a number of articles for publication in learned journals, apart from writing papers on development issues at the invitation of the World Bank. He was until recently Chairman of the Zambia Privitisation Agency. In November 1992, he was installed as Chancellor of the University of Zambia. His hobbies include reading, writing, walking and gardening. He is married with four children and five grandchildren.
