In 1989 the president appointed Dr. Richard Leakey, a world-famous anthropologist, to attack the problem. Leakey began by raising funds to help arm park rangers against poaching gangs. He raised the rangers' pay and fired corrupt officials, replacing the with trusted ones. By 1991 fewer than fifteen elephants were killed in six months.
