Energy Options in a Changing World: A European Perspective takes a multi-faceted and practical approach to the acutely relevant issue of energy policy. This book, based on a conference held in Athens, discusses energy policy at the international, European Community and national levels. On the international level, attention is given to the role of energy policy in international relations, emphasizing the effect of the Gulf War on the world oil market and general energy policy, and the evolution of North--South relations, as well as cooperation in the world oil markets as a whole. The book addresses such recent developments in EU energy policy as the proposal of the European Energy Charter, outlines the energy policies of the EU member states, and discusses the need for a more coherent and common approach at the EU level. The Editors have taken advantage of the conference's location in Greece to look at questions of energy policy at the national level. Attention is given to Greece's geographical location at the edge of Europe and its relationship with Europe and its neighbouring states. The book addresses various questions which are essential to any debate concerning energy policy in the EU, such as the effects of events in the international arena upon energy policy, the balance between market-based and policy-based decision making, and cooperation within the EU as a whole and between oil exporters and consumers in general. A well-rounded reference for all those interested in energy policy.
