The devil is in the details. Even a great managemnent system can be destroyed by poor implementation. Successful implementation requires an understanding of the "big picture," as well as all the sequential steps that lead to it. Unfortunately, this book provides neither, and at a price of $35, was very overpriced considering the scanty scope and depth (a mere 80 page text, not counting the Appendix).

Overall the book has four major weaknesses:

Weakness #1 -- The book needs a well-defined Implementation Model. In order to equip an organization to adapt to change required by a Quality Cost Program, the book needed to show howto develop a model of appropriate structures, objectives, controls, integration mechanisms, and incentives for implementing this strategy.

Weakness #2 -- The book is light on understanding how strategy affects structure and how the choice of structure affects efficiency and effectiveness.

Weakness #3 -- Incentives and Controls are not discussed in ways to motivate and control performance, including methods to achieve effective coordination.

Weakness #4 -- The book lacks an appropriate framework with which executives can effectively develop and execute a wider overview of cost-of-quality (CoQ) strategy, leaving us no better prepared to ask the right questions as executives attempt to build and implement CoQ systems.
