The Gypsies have steadfastly preserved their outsider role through a solid network of families, strict set of religious beliefs, community-controlled judicial system, elaborate kinship structure, well-defined set of rules governing entrepreneurial jurisdictions, willingness to be nomadic, and flexibility in occupation.
