About the Author
Terrence M. O'Connor, LL.M., has practiced government contract law for more than 30 years. He has tried government contract cases before the U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, and various boards of contract appeals. Mr. OConnor has also litigated government contract protests before the General Accounting Office and the U.S. Federal District Court. His publications include The Procurement Ethics Desktop Reference, now in its third edition, and a monthly column on recent court, GAO, and BCA decisions for the Procurement Law Advisor and the Federal Acquisition Report. Since 1985, he has taught thousands of government contract professionals as an instructor for Management Concepts, Inc.
Mary Ann P. Wangemann, CPCM, has been with EDS for more than 16 years, working in or managing every aspect of federal procurement and contract performance. She is an adjunct professor at the University of Virginia and teaches a wide range of courses in the undergraduate and graduate programs. She has written articles for Contract Management magazine and has published eight textbooks, including: 2002 Federal Government Contractors Manual (Aspen Law Publishing); 2001 Subcontract Management Manual (Harcourt Brace Publishing) and 2000 State and Local Government Contract Management (Harcourt Brace Publishing).
