Because of the shape it can be used with whichever hand is dominant. I'm left handed and had absolutely no problems with this. I use it to cut pages for small notebooks, and have a separate one I use specifically for small fabric projects on a self sealing mat. It's easy to control and for small fussy cuts, it's a lot more precise than a rotary cutter.
It take standard craft blade refills. I really prefer this to my craft knife for small cuts.
