This book offers one of the few theories out there on what determines whether a disaster relief/recovery effort is labeled successful or not.
While the basic premise is a little difficult to sort out, Schneider gives an excellent background on disaster relief in this country. She also offers a number of examples, some interrelated, to try to establish her point.
