Probably the best-known study of Russia's foreign policy is George F. Kennan's classic Russia and the West Under Lenin and Stalin (LJ 4/15/61). Political scientists Donaldson (Univ. of Tulsa) and Nogee (Univ. of Houston) broaden the focus of Kennan's classic work and offer a sweeping yet concise overview of Russia's role and behavior in international politics. Much of their book serves as background for the authors' chief task: to explain and anticipate the current foreign policy aims of the leaders of the Russian republic. They find a consistent pursuit of balance-of-power politics and military alliances by Russian leaders from tsarist times to the present. Seven key variables are put forth to explain the changing directions of Soviet foreign policy within the framework of an "international system." They cautiously conclude that the current "multipolar" environment might lead to a more cooperative approach by Russia's current leadersAalthough unpredictable personality traits are still a concern. Donaldson and Nogee are quite successful in presenting Russia's foreign policy in a very didactic way and at an easy pace. Their historical analysis contrasts with a now-and-then illustration of key events and mostly unheard (generally speaking) but equally interesting trends and paths taken by Moscow concerning its international affairs. The reader must be aware that the book is more than slightly pro-American; this is not a problem at all, since it is an American work and the authors do not try to hide their orientation towards that. It is a very nice work with good journalistic sources. The exposure of Russian political behavior from its inception until its present stage is rather catching. Thumbs down to the maps, though, which are extremely unclear and difficult to read.

This book gives an excellent review of the Russian foreign policy. However, it gave the foreign policy of the Soviet Union and Russia in extreme detail. If the book discussion of Russian foreign policy had been followed by its repercussions for the future it would be much better.
