It seems to me that a camera that is advertised as having a 90 degree tilt feature would at least be able to tilt to a position level with the horizon.

This was the first outdoor unit from Foscam that interested me because it had all the major features I wanted.
-pan/tilt
-optical zoom
-HD video quality (960p is a perk)
-night vision
-weatherproof

There are some cons.
-The base of the unit could have been larger to house the cables. You can get an inexpensive cable manager for $12 but it look weird.
-The viewing angle of the unit zoomed out is different then when it is zoomed in. If this is mounted at the top of the 2nd story, the camera works great. But when mounted at the 1st floor, this meant I can't look as far into the distance as I had hoped. I would have tilted the Foscam a bit so that I would have a better view at the front of the camera at the expense of the back. The back is the wall anyway.
-All of the Foscams I have reviewed had an articulating antenna. This one does not. It's fixed, pointed upwards, roughly 5 inches. This meant if I'm mounting it on the first floor wall, the base is mounted 5" below the gutters.

I think $300 is priced just right. Not too expensive, but not cheap either.

Setup was easy. In my other videos, I demonstrated the setup on a Windows PC and Mac.

All the cons aren't major because I have found ways to work around it.

Camera was well built and has a great picture. Had some trouble getting it to go "wireless" but a call to tech support and he had it up and running in 5 minutes. The camera is mounted outside about 30 feet from the router, has been running for 5 days now and no problem. If there is one thing that was difficult and I don't know what could be done to fix this is that the wiring harness is bulky. I had to buy a separate box and mount it below the camera to have a place to store it. The harness that comes out of the camera includes the cat 5, power jack, a reset switch, audio and some other jack. Maybe the camera mounting base could be a box instead of a flat panel. Then the wiring could be stored in it. A hole could then be drilled straight back through the box into the wall for the power cable.

I have several different Foscam cameras and I really like the easy of setup of all the Foscams. I have one indoor Foscam that I bought a dome for, but that setup is bulky compared to this unit. This FI9828W is a well built unit and made with premium materials. My three gripes are:
1) A big clunck of wires comes out of the camera with several connectors for Audio, Video, USB, reset and power which makes it hard to mount and wire nicely
2) The standard Foscam power extention cords do not work with this camera
2) Camera does not have the ability to tilt to a 90 degree level, so you can't see a horizon, which is a pain because when you zoom in, you are zooming in at almost a 45 degree angle
Unfortunately, this one is going back. I'll stick with a Foscam FI9826W and buy a seperate dome enclosure so I can use it outside.

I recently purchased one of these to test as a replacement for several fixed IP cameras at my workplace. So far I've been impressed with the image quality, the various connectivity options (There is plain old Ethernet as well as WiFi), the detailed configuration options, etc. One feature I like is the 4 configurable streams. This allows me to configure different Live streams for on site and off site use.

If you find the panning and tilting too slow, look in the settings under PTZ, where you can adjust the speed. The camera ships in a setting that pans very very slowly.

I don't know of any cameras with these features at this price. I'm impressed.

I like the product and to date, it works very well. The problem I have is that I have no idea what the yellow and red connectors are used for (although I assume to plug in an external CCTV, etc. These plugs don't appear to be RCA plugs because my RCA cables do not work with these plugs.

The little 4 1/2" antenna does not flex, it does not have a right angle elbow, if you will, so when the camera is mounted, it would have to be mounted at least 6 inches below the roof eave or other overhang, if that is where it was intended to be mounted; otherwise that would not be an issue.

If you want a true horizon or 45 degrees view, the installer would have to mount the camera approximately 105 degrees instead of against a 90 wall or similar surface, that is if I am using the correct angling in my interpretation.

Pros:
- The camera, when working, does work pretty much as expected with pan/tilt working pretty well, zoom gets good quality, and IR has a pretty good range and clarity
- The quality is pretty much the best I could get in the price range and has been very clear
- From my reading it looks like it is fairly compatible with other software although I am not so sure the pan/zoom features are (?)

Cons:
- PAIN TO SETUP ON WIFI AND NO INDICATOR LIGHTS ANYWHERE TO LET YOU KNOW WHATS GOING ON!! SOOOOOO FRUSTRATING! Sometimes the camera would lose WIFI signal and I would have to plug in the ethernet to even determine if the camera was on. This was made more difficult after it was permanently installed and the cables were embedded behind a wall!
- FTP is pretty much an antiquated protocol so why it is used to upload photos instead of SFTP, DropBox, Google Drive, Flickr, Twitter, Instagram, etc. etc. etc. I see as a pretty big shortcoming. Also email settings could be made a lot simpler; had I not known these as a GMail user it would be a pretty big pain for the average user.
- The Motion Detection only uploads images and does not upload video. The only mode I received videos was in Scheduled Recording modes.
- The software UI/UX and administration panels need a lot of work and simplification as they seem pretty difficult to use
- The plastic dome is easily scratched and, in my case, was scratched when either I unboxed it or before I received it and this highly affects the blurriness and image clarity. Maybe it should be glass?
- It would be really cool if the software could detect and follow motion and/or zoom in on it given some parameters
