For the price, there should have been more attention paid to the package and the instructions. I was able to figure it out, but for a product of this type, I shouldn't have had to.
I understand your concern regarding the security of the packaging. However we are constantly looking for areas of improvement and diligently track damages which are rare. When they do occur we make every effort to evaluate the reasons and to ensure the satisfaction of our customers.
The spacer washers are used for fine tuning the cut width. They are placed as needed between the cutters but are not necessary for the function of the bit except to take up space on the arbor. When two or more cutters are stacked they should be rotated 90° alternately to keep the carbide tips clear of obstruction. Once the nut is tightened all of the cutters should be located securely.
