That is exactly what it means, if you want the disc choose the disc option. There are 2 offers, CD version, PC Download and Mac Download. The latter 2 are the frustration free packaging options.

As B. Brown points out, you can also download it and not get the disc at all, which is even more environmentally friendly.

The answer was stated above. "Frustration Free Packaging puts the disc in an easy to open and environmentally friendly CD-sized sleeve instead of the big, 95% empty, display box you'd get at a retail store." Standard Packaging is the think hard to cut plastic. Frustration Free is the easier to open packaging. Frustration free has nothing to do with download versions.
