By the start of the fourth season, ratings for THE FUGITIVE were slipping so the producers decided to revive interest by increasing focus on a segment that had drawn fan support in the past. That segment was Fred Johnson. During the first three seasons, Johnson, played by the fearsome-looking Bill Raisch, had appeared only rarely, but when he did, his appearances tended to reveal more about the night that he killed Helen Kimble. However,in NOBODY LOSES ALL THE TIME, Director Lawrence Dobkin uses Fred Johnson merely to provide personal background narrative that does not materially add to how Johnson interfaces with Kimble or Gerard. Here, Kimble learns that Johnson has a girlfriend whom he uses to try to learn where Johnson is. The woman refuses to help, and her refusal marks one of the rare times that any woman chooses not to do so. The subtle subtext is that just as Kimble's goodness rubs off on others, causing them to seek the good, so apparently does the evil in Johnson rub off on those who associate with him, causing them to seek the bad. This is only a mildly interesting episode that fans of Bill Raisch would appreciate.
