Nouri advised Eden at 10 Downing Street "to strike Nasser, and to strike him hard"" and not to reveal the existence of such new strategy that they have reached. Nouri was hoping that any aggressive feelings towards Nasser he may have had before travelling to London to meet Eden, would not be tempered by reality from the UK/USA administrations

Nouri and Eden must have felt now for the first time in four years they would soon be without a rival - Nasser -, but with political skills so arcane and mysterious as to be almost useless for others to keep pace with. With Nasser's glitter, Iraq was on the throes of being strapped financially, trying to support a population of seven million on meager income from Oil, plus whatever the Iraqi monarchy could pick up on the side of pumping additional gas for a dollar a barrel. Nouri would have initially sold his soul to Eden.

As the fissures created by their associations were sending tremors through the Gulf States, several other hairline cracks were beginning to form in Lebanon and Syria and also to Iraq's cousin, Jordan
