Clever Idea Poorly Done,

Short answer: It's a telescopic fork.
Medium Answer: It's a cheap telescopic fork. Long answer: It's a cheap telescopic fork that is a novelty and could be made for under a dollar at home. It's still fun to have one, but I wish they had upped the production value.
