I've never tried Sebastian Potion 9, so I can't compare the two. I'm reviewing this product on it's own merits.
It's semi-thin and light orange, with a scent that isn't amazing but also nothing unpleasant. I have hair that gets weighed-down easily by products, and this GVP doesn't do that unless I use large globs of it. I like that it's a leave-in treatment, so I can just smooth it through my hair quickly and go out, no heat or blow-drying necessary. It probably gets rid of close to 70% of frizz, although the effect isn't terribly long-lasting and I see some frizz coming back after maybe 3-4 hours. Overall, it's a product that I like enough to use up, but not buy again. I'd rather spend extra for a product that gives me a bigger difference in the look and style of my hair. If you have hair that is easily weighed down by products and only need a little smoothing and frizz control, I could recommend this.
It might be worth noting that the total price (including shipping) has gone up since I bought it in late 2012, and a 5.1oz of SP#9 can be found on Amazon for under $14 now, so I'm not sure you're saving much money buying this generic version.
