Base Game+Season Pass better than GOTY?

I see that the base game is now $20 for PC. That, plus the $30 season pass is $10 cheaper than the GOTY edition. I'm just wondering if the GOTY edition has ALL of the content that the season pass provides, and visa versa. Either way, which is the better deal in the end?

Season pass only has the four DLC scenarios and the first hike to the level cap. GOTY has all that plus the two new characters and a few other goodies, like battle arenas and weapons. Neither has the second level cap increase or the new Halloween DLC.

So if all you want is to play the four basic characters included in B2, base + season pass will get you that. If you want the new characters as well, you're probably better off with GOTY, which will save you a few bucks.
