Robyn Lim does a superb job examining the constant balancing and tensions during the twentieth century among the Far Eastern geopolitical "quadrilateral"--the United States, China, Japan, and Russia. Japan's WWII defeat, coupled with the 1991 collapse of the USSR, is giving a new rising power--China--an unforeseen opportunity to expand her strategic horizons.

China's rapid growth will lead to great power tensions, especially in the maritime sphere. Lim warns: "When China started to demonstrate blue water ambition, it was certain to collide with America's interest as the global 'offshore balancer'."

Although Lim's vision of the future is not a happy one, pointing to possible flashpoints over Korea, Taiwan, the Senkaku (Diaotutai) islands, and the South China Sea, Washington still has time to prepare its strategic assets. While China is a rising continental power, America's maritime strength will prove most important . . . so long as it recognizes in time China's growing "blue water" threat.
