About the Author
S. Joseph Spigolon, PE is a geotechnical and materials engineer with 45 years experience, including 15 years of university teaching, and 30 years consulting. An author and licensed engineer Dr. engineering living in Washington, DC. He has spent nearly 36 years of his civil engineering work specializing in transportation engineering.
