About the Author

Frances A. Karnes, Ph.D. and Ronald G. Marquardt, Ph.D., Esq.

Dr.Karnes is Professor of Special Education and Director of The Center for Gifted Studies at the University of Southern Mississippi. She is the former president of The Association for the Gifted. Dr. Marquardt is Professor and Chair of the Department of Political Science at the University of Southern Mississippi. As an attorney, Dr. Marquardt is a specialist in constitutional law and legal research. He and Dr. Karnes are Co-Directors of the Institute for Law and Gifted Education in Hattiesburg, MS.
