A comprehensive review of an innovative security measure. Excellent attempt to provide a policy base in a paradigm shifting era. Asks the question, "what to do with all this military after the Cold War?" The contributors answer that cooperative security measures would preclude unilateral quest for dominance. Under a cooperative security regime, military force would be a means of last resort. Aggression would be stymied by the collection of advanced military forces backed by political consensus. The editor concludes this book by offering strategies for the U.S. and CIS to pursue.

Still Relevant, July 21, 2005

I came across Lorelei Kelly, a Democratic insider, writing about this book on her blog DemocracyArsenal.org.
She feels that this compilation of articles made international working relationships the cornerstone of US engagements, as opposed to unilateralism. This book gives operational policy instructions on how to make the use of force a last resort.
These are all ideas progressives espouse today. Kelly argues that if these ideas had been picked up when this book was published, the left would be in a much better position today.
Better late than never - read the book.
