The prose in this book is at times hard to get through, but it is well worth the effort.

Fred hits the target, highlighting how a myriad of federal government agencies are missing the targets of accountability and responsibility. If our primary agencies cannot pass a simple audit, how can we expect them to be good stewards and managers of our national resources?

What's missing? A president and a congress with the honesty, integrity, and will to straighten out the mess and an electorate to give them a mandate.
