Three new European fighters will probably be highly competitive with existing U.S. fighters and be developed, procured, and sold outside of Europe. The gray threats should be considered real.

Actually, Raymer (that's me) was only the co-author. In this RAND study we looked at the Eurofighter, Grippen, and Rafale to advise the USAF as to whether these then-emerging fighters would be potent enough to be a threat to our fighters if they fell into unfriendly hands (we're the good guys, of course, wearing the white hats. Bad guys get black hats. In the middle - gray hats, so Gray Threat.). See my recent book "Living in the Future" for the background story as to how this study came about, especially the excellent research trip we made - Paris, London, Munich, and Stockholm.
