It's not easy being a First Brother. Remember Billy Carter? Roger Clinton came into the ring tarnished, having already served time in prison on drug charges. This earnest little biography (cowritten by a friend) is Clinton's attempt to explain his family dynamics, how he went wrong, and what he's done to straighten out his life. Of course, if he wasn't Bill's brother, his story would be of little interest, and even with the family connection, what's here is pretty slim. Clinton's prison journal is the most unintentionally amusing part of the book. Every few days, Roger seems to have found a new girlfriend at the coed facility ("Vicki . . . is a blonde, blue-eyed, well-built twenty-four-year-old bank manager turned embezzler. What a wonderful girl to come into my life at this crucial time" ). When not picking up women, Roger was very busy producing a musical revue for the other inmates, "Give My Regards to Broadway." ("I'm sitting here, still in my white tails with a pink bow tie and pink cummerbund, relishing . . . the feeling of being dressed up." ) Despite the sense that Roger is milking the White House years for everything they're worth, it's hard to come away not liking this guy, who so obviously needs to be liked. Let's hope he has a plan for what to do after his 15 minutes are up. Ilene Cooper
