World Report cameras look at some of the more emotional moments as residents return to their damaged homes, following Hurricanes Katrina and Rita. A number of shortcomings in disaster planning were exposed by the storms that directly affected the residents of the Gulf Coast. And some levels of health care across America, with or without natural disasters, seemingly need attention and repair themselves.
