That was how NPR's All Songs Considered described the voice of Rachel Flotard, Visqueen's lead singer. It holds up quite well. Hand Me Down is a great introduction to Visqueen and their latest album Message to Garcia. It's one of my favorite albums of 2009 and a strong set of catchy songs.
