Why doesn't the economy perform better? Easy. Government interference. Government cannot fix economic problems. In fact, government only makes things worse by creating unintended consequences, damaging uncertainty, and regulatory gridlock.

Unlike many books on economics, Hands Off is based not only on theory but also on the actual experiences of people trying to cope with ever-changing and often contradictory government policies. Susan Lee shows how policymakers, bowing to Depression-era economics that argued that government could "fine-tune" the economy, actually brought the country stagflation in the 1970s, budget deficits in the 1980s, and recession in the 1990s.

Hands Off also introduces "new classical economics," a theory that explains how people can render economic policy ineffective by anticipating government action. Simply put, the new classical economics shows why government cannot deliver on its promise to manage the economy. Although the new classical economics approach has dominated graduate school education for more than a decade, it is little known outside the academy. Now, Susan Lee introduces general readers to economic ideas that will shape the next generation's understanding of what government can and cannot do.

"An activist government does not work," argues Susan Lee, an economist who is a former member of The Wall Street Journal editorial board and a former deputy editor at The New York Times op-ed page. Her belief is that virtually any government intervention in the unobstructed operation of the free-market system is doomed to failure. One example--the 10 percent tax levied in the early 1990s on luxury items such as yachts. The result of the tax was not the hoped-for increase in tax revenue, she says, but increased unemployment as businesses went bankrupt after buyers stopped purchasing the taxed items.

Rejecting the assumption that government policy can decisively help to build a healthy, growing economy, Lee, New York Times Op-Ed page deputy editor, challenges what she thinks is the conventional economic wisdom in this prickly broadside. Misplaced faith in government activism, she argues, had its origins in the Keynesian policies of the Kennedy administration. It seemed to work in the early 1960s only because of fortuitous coincidences such as an expansion of the global economy. To support her central thesis that government intervention in the economy creates uncertainty, promotes short-term thinking and leads to over-regulation, Lee uses selective examples such as the Reagan administration's response to the 1987 stock market crash, the luxury tax of 1990, regulation of health care and the food industry and the Byzantine federal tax code. Paradoxically, she asserts that zero inflation could be achieved with relative ease if the Federal Reserve pegged the growth rate of the money supply to growth in the real economy. Although she strikes a contrarian pose, Lee herself fits right into the mainstream of free-market orthodoxy.

This book is not an academic exercise. The author is not trying to indoctrinate you into an esoteric economic theory. Rather, she persuades the reader that the influence of government over economic life is severely limited. Washington can have some impact, yes, but it's usually misdirected and/or harmful. This point is proved well and is an important lesson for the next generation of government leaders.
