Most novelizations are dreadful hackwork but if the source material isn't awful in the first place and the material is given to a writer with some talent and drive, the result is a book that is good enough to stand as a decent piece of work on its own. Hickey & Boggs is just such a book. It isn't Shakespeare but it isn't meant to be; instead it is a perfectly acceptable pulp crime novel, something like an old Fawcett Gold Medal from the fifties or sixties and Philip Rock does an admirable job of translating Walter Hill's screenplay into an enjoyable afternoon time-killer.
