The new police commissioner, Weston, has been looking into the performance of his ace detective, Cardona. A lot of his case files have holes in them, at least according to him, mentioning The Shadow, who he doesn't believe exists.

He assigns Cardona to work with a Professor Biscayne, to improve his scientific methodology.

Obituary notices start appearing, with initials, and a couple of men are killed with matching initials. This gets the new associates on the case, along with The Shadow.

Biscayne turns out to be very dodgy in the end, his gangster associates fail to trap The Shadow, who is waiting for him, guns in hand, at the denouement.
