I gotta say that I can't see the big deal about monster trucks, but I have 3-year-old twin boys, and they certainly can. We bought them a DVD with some monster trucks, and then I showed them some YouTube videos, and then I saw these at Walgreens.
As the title says, these things are great! Aside from some slight chipping paint off the edges from toddler handling, durability is strong (definitely prefer Hot Wheels over all other miniature cars), and the "independent suspension" means that they can roll over all kinds of things. Perfect size for young hands, perfect size for the "one toy" they are allowed to bring in the car on outings. Like in a restaurant, before a meal, they can play with them on the table with minimal noise and fuss, and are easy to remove when the food comes.
I've seen some other children playing with them in the sandbox, but I personally wouldn't recommend that. To me they are "indoor" toys.
