It is simple and straight forward but some glaring holes in the strategy.
I don't know of a realtor that will consistently put in offers at 60% of listing price and in a buyers market you wouldn't be landing these deals anyways. Also he is offer off of the listing price of the property which means nothing accept to the seller. You need to offer off the ARV (After Repair Value) of the property which he does not go into.
It is an interesting strategy but I don't see it working long term as you will burn out your real estate agent by making so many offers at low prices as most people on the MLS are not desperate enough buyers to accept those low offers. He does admit it is a numbers game, so I am sure you would land one every once in a while.
