Yes. You would use a separate bowl or mug to form your lather. After you soak your brush, shake out most of the water leaving the bristles just damp. Touch just the tips in to the cream and then begin building your lather in your bowl or mug or even right on your face. (Unlike some soaps, most quality creams will build a lather right on your face with very little effort.) You can also use your fingers to get a swipe and put it into your bowl. Just be careful not to get too much water in your shaving cream. Water will break it down and it won't last as long.
