Let me put it another way: the modern Phillips tool bits are either machined or ground and made without the old Phillips "curve" to the sides of the flutes that made the Phillips "cam out" on torque. Most new Phillips bits and screwdriver tips are made with straight flutes, so they work as both standard Phillips and JIS screwdrivers.
I actually talked to a Vessel Japan representative who told me they no longer make JIS only screwdrivers because their Phillips screwdrivers will also work as JIS.
There is no reference to JIS on the Hozan website; they list these screwdrivers as Phillips. BUT, the tips are pressed (these Hozan screwdrivers are the cheaper type so the tips are not ground or machined) with straight flutes. So they will work as both Phillips and JIS.
I don't believe there are any real old-style JIS-only screwdrivers or bits made any more and I have bought plenty just to see, screwdrivers that are claimed to be JIS but really aren't.
Is this a problem? Not really, because the modern grinds mean that if the manufacturer does a good job, the "Phillips" screwdriver will also work in JIS screws.
NOTE: I took detailed measurements and photos and the Hozan screwdrivers appear to be identical to a modern set of straight-fluted Phillips 0, 1 and 2 screwdrivers.
Also, these are very basic screwdrivers, with cheap plastic molded handles. They'll work as Phillips screwdrivers, but don't expect Snap-On type quality.
Very disappointed that there are apparently no more JIS screwdrivers anywhere, I have purchased bits and screwdrivers that claim to be JIS but aren't. Which tells me that there really isn't any difference after all.
JIS - or Japanese Industry Standard - is a Pacific Rim standard used for "Philips" (cross) type screwdrivers. Most people, professional mechanics included, don't even know that such a thing exists. But every "Philips" screw on a Japanese vehicle is not a Philips screw at all, but a JIS screw. They can be identified with a small dot on the top of the screw.
Philips screwdrivers don't fit JIS screws, at least not properly. Because they don't fit all the way into the screw, you tend to mangle the screw when attempting to tighten it, or loosen a tight one. If you have any "Philips" screws on your Japanese vehicle that are stripped or mangled, this is what has happened. The solution? A set of JIS screwdrivers.
The first time you use a JIS screwdriver, you'll realize what you've been missing. It fits solidly into the screw, and turns it securely, without "camming out" like a Philips driver does. No mangling of the screw, no difficulty loosening or tightening fasteners. Philips screwdrivers were actually designed to cam out of the screw, to prevent over tightening. On soft JIS screws, this just destroys the screw head.
The shafts on these screwdrivers is a bit more narrow than I expected, and the handles are hard plastic, but they are well engineered and built, and the price is a fraction of what you will pay elsewhere for JIS screwdrivers.
Get this set for yourself, your kid, nephew, cousin, or neighbor's kid after you ask them to fix your computer. You know, when they have the right screwdriver, they will do a better job of putting it back together.
Having a set of these is pretty key for anyone doing automotive related work, not just woodworking with Phillips.
