Grade 6-8–This readable account of the hurricane and the subsequent flood stresses the effect of the disaster on the survivors, quoting them frequently. In addition to the storm itself, the author covers the response, the damage, the hurricanes effect on New Orleanss residents, and prospects for their future, including the cost, responsibility, and viability of rebuilding. Frequently critical of the official response to the hurricane, Miller explores the racist component of the federal governments lack of effective action, as well as favoritism in the bidding and awarding of FEMA reconstruction contracts. Sidebars present additional and often unexpected details, while color photos illustrate the devastation and aftermath.
