Philip Allott is Professor Emeritus of International Public Law in the University of Cambridge and a Fellow of Trinity College, Cambridge. From 1960 to 1973 he was a Legal Adviser in the British Foreign & Commonwealth Office and a Member of Her Majesty's Diplomatic Service. He was the Legal Adviser, British Military Government, Berlin, and Legal Counsellor, Office of the British Permanent Representative to the European Communities, Brussels. He is a Barrister (Gray's Inn) and a Fellow of the British Academy.

This review applies to both Invisible Power (IP1) and Invisible Power 2 (IP2).

Phillip Allott is Emeritus Professor of Public International Law at the University of Cambridge. He is renowned as the author of rather heavy philosophical tracts, in particular Eunomia and The Health of Nations, that question the current state of international law and the world in general and urge a revolution in thinking in aid of a better world.

Allott is not alone in thinking the current state of the world deplorable. Whether this can be solved by idealist philosophy drawing heavily on such obscure thinkers as Kant and Hegel is another matter.

These two volumes attempt to present Allott's ideas in more easily digestible form as a "philosophical adventure story" (IP1) and a "metaphysical adventure story" (IP2). Both books have not so much a plot as a series of vignettes involving a number of mostly lightly drawn characters, many of whom are members of "the Firm", an allegiance of talented people who wish to make the world a better place. They both also contain an extensive commentary ("Allusions Explained") on the story itself.

The story of IP1 focuses on the unlikely figure of Edmund Jennings, without parents or education to have ruined him, who we are told is beautiful in both body and mind (lucky him) and becomes co-opted into the Firm. IP2 focuses more on his teacher and evident Allott-substitute figure Greg Seare. Various adventures and discussions ensue, the discussions often sounding like a meeting of the Eunomia book reading club. Many assertions of the need for new ideas and new ways of thinking are made, with precious little in the way of specifics ultimately emerging.
